What we do

The Township’s Building Department is the agency that enforces the New Jersey State Uniform Building Code and local building and zoning codes.


The Building Department is responsible for enforcing the regulations of the State Uniform Construction Code, which was established by the State of New Jersey to ensure that new construction adheres to minimum standards of workmanship and safety.  Some work commonly thought of as maintenance requires a permit from the Colts Neck Township.  Please refer to the (Permit List) to determine your requirements.

We know that the requirements dictated by the State’s Uniform Construction Codes for obtaining a permit can be frustrating.  While it is the responsibility of this office to ensure compliance with these statutes, we are here to assist you in any way possible throughout the process

The Building Department office is CLOSED on Wednesday, but is staffed Monday, Tuesday, Thursday and Friday from 8:00am to 4:00pm with some exception for lunch hour.  A drop box is located outside the Building Department entrance to submit permit paperwork when there is no access into the office.

Code and Construction questions for the inspectors are handled through the Technical Assistant.

INSPECTIONS

Once a permit is paid for and issued, inspections may be scheduled.

Inspections are required to close a permit. Each technical discipline (Building, Electric, Plumbing, Mechanical and Fire) usually requires two inspections, a rough and final. NJ State Law N.J.A.C. 13:45 A-16.2 states that final inspections are required before final payment is made to contractors. The Township does not consider a permit closed until all final inspections are approved and a Certificate of Approval/Occupancy has been issued.

Building:  Mon – Fri 6:30 – 10 AM
Electric:   Mon – Thurs 7 – 10 AM
Plumbing/Mechanical:   Mon – Thurs 7 – 12 noon
Fire:   Tues & Thurs 12 – 3 PM

The following is a list of required inspections for construction. These inspections are listed in the order that they must be completed. Inspections will vary depending on your project. Please contact the office with any questions.

  • Footing / Rebar Grounding
  • Backfill / Foundation
  • Submit Foundation Location Survey to Building Department
  • Open Deck / Slab Inspection (Basement/Garage/Crawl Space)
  • Underground / Mechanicals
  • Rough Electrical (Including Low Voltage) Rough Fire
  • Rough Plumbing / Mechanical Systems (HVAC)
  • Sheathing (Windows and doors are in before the house is wrapped)
  • Truss
  • Framing*
  • Insulation
  • Final Electric, Plumbing and Fire
  • Final Building
  • Apply for Certificate

*ALL ROUGH INSPECTIONS (INCLUDING MECHANICAL SYSTEMS) NEED TO BE COMPLETED AND APPROVED PRIOR TO SCHEDULING A FRAMING INSPECTION.

ADDITIONAL INSPECTIONS MAY BE REQUIRED AT THE DISCRETION OF THE SUBCODE OFFICIAL.

An Addition or New Home shall not be occupied or used until all final inspections have been completed and a Certificate of Occupancy is issued. (No furniture or other items in the new space).

PERMITS CAN EXPIRE

If construction does not commence within one (1) year of issuance or if construction ceases for a period of six (6) months; the permit is void. Permits are good for one (1) year before they are considered expired. The permit fee to reinstate expired permits will be 50% of the original fee, or the current minimum fee.
